I am not a Gotti aficionado but could that be Bobby Boriello? He was killed on April 13, 1991. Not being an Gotti aficionado I don't know the relation in time between the date of the trial Gotti was acquitted in (the celebration on the video) and the date of Boriello's death. If Gotti's trial was after Boriello's death then it is safe to assume it is not him.

The trial where Gotti was acquitted was in 1990. Bobby Boriello was still alive then, so it is possible that is him in the video. Boriello was a big and tall dark haired guy, like a football player. There are pictures of him all over the place on the web.
