In the spring of 1990, Gladys Woodson and her neighbors in Chicago’s North Lawndale neighborhood started to notice dump trucks rolling down their streets—some sporting mismatched license plates and arriving as late as two or three a.m. Woodson had lived in a historic greystone since 1970. She was president of her street’s block club, a tight-knit community of neighbors who looked out for each other.

Operation Silver Shovel was the beginning of changes made in the Dumping and Trucking in Chicago. Now the City of Chicago requires tickets and proof of use of Licensed Landfills along with Trucks being followed by City Workers, Inspector General and others to document where each load goes from the Construction Sites. Each Pay Estimate needs documented proof of where the spoils have been delivered before the City of Chicago pays the Contractors. You also have to have approved Licensed Landfills documented even at the time you are bidding on Contracts.

Not necessarily related to this but the Village of Oak Lawn posts their minutes online. I found this meeting (dated January 10, 2017) interesting because one of the village trustees asks the Economic Development Specialist if he "went to John DiFronzo's birthday party." He also reveals that D&P Construction (owned by the DiFronzos) contributed $1,000 to the Village President's campaign.

If you don't go to the Birthday Parties, Christmas Parties in the Chicagoland Area - You aren't doing business in the Area as well as it could be for you.

In the Early 1990's if I remember correctly. Since 2014 they cracked down pretty hard on Illegal Dumping. The City started before that but it got real tight since 2014.
