Not sure but, in the Chicago case, it appears the bingo games themselves were illegal.

The Pacar Center that Jimmy Prato had in the 1970’s and 80’s would sometimes have up to 800-1000 seniors playing on any given night. I’m not 100% sure but I’m positive there was a buy in for the players. Pittsburgh had the tri-state area in OH, PA and WV.

I have FBI files from the 90s mentioning the Rockford LCN was skimming from "charitable Vegas night" games. The FBI had some good evidence on them in that they intercepted some type of mail with the funds inside but they never indicted anyone for some reason.

'Donnie Brasco' and Sonny Black set up a bingo night in Florida that was promoted as a charity event. The same one that got raided.

Some Cleveland associates were skimming bingo as well , Erine zevO was running the charties and he had ties to big ange lonardo

Here are a few. I have dozens and dozens of pages that just outline the date that Nagra recordings were made and submitted to the FBI.
