Ed Scarpo has been throwing out false information for a very long time now, usually in the form of incorrect street sources.
I don’t have any definitive proof who is in charge of the Colombo family. But Donofrio has never even been named as a capo, let alone an administration member. He was a soldier & loanshark during the 1990s. That’s about all we know.

I just don't know how or where he got his source or info from... usually ppl like him wi at least make the rumored bosses as facts (such as gambino) but usually not out of left field

He was an Orena soldier initially (in the crew of Pasquale Amato) but switched sides during the war. He was in debt to the tune of $20,000 to Amato, so he presumably switched sides to avoid paying. The money from Amato went towards Donofrio's loanshark book.
Interestingly, a Greg Scarpa transcript in 1989 describes him as Bill Cutolo's right hand man also I haven't seen anything else to link him to Cutolo, who seems to have had a lot of "right hand men" over the years.

The Russos and the Persicos are one and the same. William (Billy) Russo has never served any time in federal prison either, despite a lengthy 2011 investigation for loansharking. He was named as one of the potential successors following the 2011 indictment.
