Michael 'Tona' Borelli is his acting capo according to Pogo's chart. In 1979, when Tino Fiumara was convicted of labor racketeering and extortion in Newark and Manhattan, and sentenced to 15 years in prison, Tona - then a high-ranking associate - apparently assumed partial supervision over Fiumara's criminal network. Borelli's responsibilities included supervision of Fiumara's illicit activities on the New Jersey waterfront. These activities consisted of gambling, narcotics, extortion, labor racketeering, loansharking and collusive theft.

By 1993, Michael Coppola and Michael Borelli were right-hand men of N.J. capo Tino Fiumera but "for half the time" Michael Borelli has "been running things for him." In the mid-1990s, Fiumara began taking over most of the lucrative rackets in New Jersey, including the docks, but in 2000, he was imprisoned for violating his parole. He decided to promote Lawrence A. Ricci and Michael A. Borelli as co-acting capos to secure his rackets and protect his power. Ricci oversaw the crew's solid waste removal, trucking and waterfront rackets whilst Borelli controlled the illegal gambling and construction rackets.

In 1996, Borelli was busted for a mobbed up health care scam. "The medical industry quickly became a treasure-trove for mobsters who could use sensitive and personal information gleaned from group programs to blackmail and exploit patients and healthcare providers. "They did have access to medical records, and it could be used for extortion and other purposes," said Robert T. Buccino, the deputy chief of the State Organized Crime Bureau, despite there being no evidence of misuse of records." Twelve men were arrested on state charges that they were linked to a Genovese crime family gang that defrauded medical programs and engaged in more common mob crimes of illegal gambling, loansharking and labor racketeering. New Jersey State investigators said that in 1994, the mobsters gained control of Tri-Con Associates, a New Jersey company that arranged and managed group medical, dental and optical programs for employers and unions with networks of healthcare providers. The companies and unions normally paid a fixed annual fee for each patient in the program and Tri-Con's fee came from health care providers. Health-care experts said Tri-Con entered a comparatively new but growing practice in which healthcare brokers create networks of doctors and hospitals who provide services to employers and unions at reduced rates.

I don't know how much time Borelli got for the health care bust, but he was indicted again in 2005 with Little Larry Dentico as an acting capo I think.

True. Although it seems more territorial than anything else since the Gambinos have the big presence in Brooklyn and Staten Island and the Genovese are all over NJ. They've been dredging the NY/NJ harbour recently which can only mean good things for both families. They did the same thing in Baltimore and it boosted their cargo industry. Are there any other families with a presence on the ports?

Mayor Michael R. Bloomberg and Port Authority Executive Director Pat Foye on April 18, 2012 launched a $250 million construction project to boost economic development in New York Harbor. The project involves digging a new water transmission main – called a siphon – between Staten Island and Brooklyn that will allow for the removal of two existing tunnels that are currently at a much shallower depth. This will enable the dredging and deepening of the Anchorage Channel, a process that is critical to accommodate increased cargo volumes and larger vessels in future years.

Overview

The Anchorage Channel, an integral part of the shipping trade with access to New York Harbor and the rest of the Port of New York and New Jersey, is one of the more heavily used water transportation arteries in the world. Future cargo volumes are expected to double over the next decade and possibly quadruple in 40 years. The channel must be deepened to accommodate the new generation of cargo mega-ships, which have drafts that exceed 45 feet—the present depth of Anchorage Channel—and strengthen the City's ability to benefit from the likely increase in this economic sector.

Using funding authorized by the federal government, the Port Authority of New York New Jersey (PANYNJ), and the United States Army Corps of Engineers (USACOE), dredging operations are proceeding to deepen the Anchorage Channel to 50 feet below mean low water over a length of 19,000 feet, from the Verrazano-Narrows Bridge to the channel's confluence with the Port Jersey Channel.

The pier split was definitely territorial. At the time of the arrangement the Gambino family had Brooklyn with Anthony Anastasio and Staten Island with Alex DiBrizzi; the Irish still had the West Side piers; and the Genovese had New Jersey and the East River (Mike Clemente, Saro Mogavero etc.). Specifically, the Genovese always controlled Newark, Bayonne etc. while Hoboken and Jersey City were mainly independent. Due to a lot of different factors, the other ports declined and New Jersey thrived.

This Paul Moe is a member of ILA Local 1804-1, which is easily one of the most powerful charters in the ILA. The Genovese also have their hooks in it, but how they got it is interesting.

The local was created through a mish-mash of ILA Local 205, ILA Local 1826 and ILA Local 1804. The first two were created by future Genovese soldiers George Barone and Douglas Rago in the 1950s. They were completely sketchy groups that only existed to give the mobsters access to the docks while staying outside of the jurisdiction on the Waterfront Commission. When law enforcement started turning up the heat on them they amalgamated with ILA Local 1804, which was run by their mentor, Henry "Buster" Bell.

After Bell was ousted from the ILA in the 1960s, Rago and Barone inherited the local. In their early years the two had really come up under the Irish element on the West Side, but they were later absorbed into the Genovese (which is a whole other complicated story with the end result being some classic Genovese recruiting of free agents!). Through Barone and Rago, the Genovese were really able to expand their waterfront rackets.

The group had the foresight to start doing container repair and maintenance and they became one of the leading locals on the waterfront when containerization blew up. Barone later placed the current ILA President, Harold Daggett, into the position of Business Agent (as Daggett's uncle was once best friends with Buster Bell) and that is where he rose through the ranks. The current President of Local 1804-1 is Daggett's son, Dennis.

When you look at Moe's sweetheart deal, it makes sense when you figure that 1804-1 is Harold Daggett's home local and his own son is now running it. Not saying there would be any favoritism on the waterfront though...

The Waterfront Commission and other law enforcement agencies still classify Daggett as a Genovese associate, but that big trial in the early 2000s was a pretty big bust for Team America (in my opinion due to Barone being so senile).

Don't I know it, and that doesn't count the guys who officially work two hours on and two hours off, the guys who used to shovel loose product during the heyday of 'tween decker ships, but now just stay around for days doing nothing while the dozers do all the work, the Steamship Association stabbing you in the back when they are supposed to be on your side, etc. We actually changed quite a bit in 30 years, but it was a zoo, especially with one of the biggest rackets---being the federal monitor.
