What was the whole point of Capeci sayin in 2011 that pete stepped down?

I don't know for sure but his sources made it sound like that particular change in leadership was the official end to the Gotti era and the beginning of the Sicilian faction era. Maybe because the other acting bosses D'Amico and Squintieri were thought of as Gotti loyalists and Cefalu wasn't. But both Cefalu and Cali had ties to D'Amico.

he was, i guess u can say, influential after his brother went away. He participated in Window Scam as well as other things. I think we kinda dispelled the "dumb don" myth. and some have even said Pete's reign was longer then Snrs.

About gene i hope he gets credit for doin his time. The guys a legend he did almost 30 years man. Dom has to give gene somethin as a reward. Atleast a promotion to capo.

Back when Pete was on the street, he did have authority. Surveillance caught him at meetings receiving tribute, he attended the last known Commission meeting, etc. As for now, that question was already answered by Capeci. Pete, who is effectively serving a life sentence, is now simply the titular boss but doesn't have any power.

Are you talking about Sal Avellino Jr. Because he definitely had a crew under him, as well as other interests besides driving Corallo around. I believe Avellino ran the trash hauling rackets on Long Island.

And sure, a new crew can be created for Gene. But that involves transferring soldiers from other crews. And, if those soldiers are kicking upstairs to their capo, that's less income for that particular capo.

Robert DiBernardo was a Capo without a Crew. In his case Gotti didn't want to promote him and only did after DeCicco and Gravano talked him into it. Frank Polizzi of the DeCavalcantes was another one (he had associates but no made members).
