Regarding the extortion it could be considered a bribe to someone to keep quiet. A bribe for someone else to take the fall, keep his name out of it etc.

Hey fellas, appreciate all the insights. I was able to find out what really happened.
Apparently from April 1996 to February 1997, Rizzo extorted about $15,000 for medical expenses for a crew member who was assaulted with his own baseball bat by rival gangster Joseph 'Joe Caves' Competiello. Rizzo's associate initiated the attack, but Joe Caves took the bat from him in the scuffle and beat him so badly that the victim was hospitalized for several months.
So I'm assuming Rizzo threatening legal action, and Competiello paid up.
