He was definitely Consigliere when Jack White was named in 1976 until he died August 1st, 1977. I really think when Scalish was Boss before Jack White he was way more than a Capo so there is really only one conclusion that he was Consigliere from about 1972-1976 after DeMarco. Let just say he could summon an Army of people in no time flat. Yes they wanted him to be Boss, but he didn't want it.

Just like you said why there is so little interest in small city LCNs because there was only "small" money to be made there
