Rhode Island State Police Intelligence Unit Disrupts A Lucrative Illegal Organized Retail Crime Operation
Colonel Steven G. O'Donnell, Superintendent of the Rhode Island State Police and Commissioner of the Department of Public Safety, announces the arrest of one (1) individual involved in an illegal organized retail crime operation in Providence and Johnston, Rhode Island. The subject was identified and charged as follows:

• Richard Tiberi, age 73, of 12 Woodbine Street, Johnston, Rhode Island for 1) Receiving Stolen Goods above $1,500.00, 2) Soliciting Another to Commit a Crime, 3) Conspiracy.

The arrests were the result of a month long investigation that was initiated by the Rhode Island State Police Intelligence Unit. The charges allege that the defendant oversaw an illegal retail crime operation being conducted out of his residence as well as the Decatur Social Club. The investigation included surveillance of Richard Tiberi conducted over the past month where he met with co-conspirators for the purpose of purchasing stolen items. The investigation resulted in the issuance of search warrants for Richard Tiberi's vehicle, residence and person.

On Thursday, August 25, 2016, at approximately 9:30 PM, members of the State Police Intelligence Unit, executed the aforementioned search warrants at Tiberi's Johnston residence. The search resulted in the seizure of a quantity of stolen items with a retail value of five thousand five hundred fifty-three dollars and twenty-five cents ($5,553.25) along with a computer, two telephones, a vehicle and ledgers. Richard Tiberi was taken into custody and transported to State Police Headquarters. Members executed the search warrant on Richard Tiberi's vehicle which resulted in the seizure of additional stolen items.

Richard Tiberi's criminal history includes fifteen (15) arrests dating back to 1962 for the following criminal charges: Bookmaking, Conspiracy, Keeping of Gambling Places or Devices, Possession of Lottery Slips, Usury and Conspiracy to Commit Usury.

Richard Tiberi was transported to State Police Headquarters were he was processed and held for arraignment at 3rd District Court. On Friday, August 26, 2016, Tiberi was arraigned at 3rd District Court and released on $5,000.00 with surety and continued on ten thousand dollars ($10,000.00) personal recognizance which was imposed following charges brought against him on November 22nd, 2015 for bookmaking second offense.

A person convicted of Receiving Stolen Goods above $1,500.00 is subject to imprisonment for not more than ten (10) years and a fine of not more than five thousand dollars ($5,000) or both.

A person convicted of Soliciting another to Commit a Crime (Felony Shoplifting) provided any person convicted of the crime of shoplifting merchandise with a retail value of over one hundred dollars ($100.00) who has previously been convicted of shoplifting shall be guilty of a felony and shall be punished by a fine of not more than five thousand dollars ($5,000.00), or by imprisonment of not more than five (5) years or both.

A person convicted of Conspiracy to commit Felony Shoplifting provided any person convicted of the crime of shoplifting merchandise with a retail value of over one hundred dollars ($100.00) who has previously been convicted of shoplifting shall be guilty of a felony and shall be punished by a fine of not more than five thousand dollars ($5,000.00), or by imprisonment of not more than five (5) years or both.
