Let's not get into that all-too-common rabbit hole. There are plenty of topics on it (any Montreal topic spirals into it, really) and there is nothing definitive.

In 1991, which this topic is about, the Montreal crew was semi-autonomous just like it had been under Cotroni, but they were still firmly affiliated with NY, with their captain Sciascia living in NYC and high-ranking NY members Vitale and Lino visiting Montreal that year.
