Point being is Motagna knew word was out on him it seems and maybe this Simpson was the only guy hed meet in a private spot. Desjardins knew that Montagna would already be suspicious and would bail at the slightest hint of trouble. My thinking is Simpson was told that hed probably have to just be quick to the gun and hope for the best. I mean this wasnt the most fill proof plan but this was probably the best shot they wouldve had at him. Leave it up to the mafia gods at this point and pray Simpson drops hom before he can escape.
Also we dont know what precautions Montagna took before the meeting, he himself couldve had eyes on the house that Desjardins knew about and that person couldve just fled once he heard shots
All in all i think Desjardins knew the risks and disadvantages of this hit but figured this was his only shot and let the cards fall where they may be. I doubt Motagna went their unconditionally which probably was the reason he was able to bolt in the first place. My opinion from just reading is that had their been more people at the house, back up shooters etc Motagna never goes within 5 miles of that house, hence Desjardins taking a "its risky but maybe the only shot we got approach".
Also fucking up the hit and the swift arrest of the conspirators may of saved Simpsons life for all we know. This Simpson guy may not of seen 2012 had the police not been on their trail.
