I don't want to go into a long historical preamble, but everything I've found since 1900 indicates the Youngstown area was "with" the Pittsburgh/Western PA Syndicate. I initially provided Jimmy with the backdrop which he took and made his own to the point of us being equals and his own research correlates. The Cleveland Syndicate got it's start later, perhaps that's how an earlier "Pittsburgh" was able to spread into Ohio but not the other way around.
Looking at the syndicate styles of leadership, the Romeo/Mallamo Org would have been "more at home" with PB. But there have been members of this group identified as part of CL, prior to the 1960's I'd say it's unlikely. Milano and Youngstown were amicable but guilt by association isn't always an accurate indicator.
Did Jack White run a full-on crew in Youngstown or was he just the eastern designated leader of people in the area. Other soldiers in other cities reported to him Scalish wanted White to succeed him. Had DeMarco or Brancato been around after Scalish died the history might have taken a different turn and maybe they wouldn't have accepted White, we'll never know.

I would think Carrabia, Nardi were made later, perhaps in the 70's. But wasn't Jack Licavoli captain in the 60's? Anyone were not sure is made we won't list as such. I'm trying to be as accurate and objective as I can. According to Angelo Lonardo only 6 members were made from the time Licavoli became Boss in 1976 until he (Lonardo) was imprisoned in 1983. Anthony Liberatore and John Calandra in 1977. Thomas Sinito and Joseph Gallo in 1979/80 and Joe "Loose" Iacobacci and Russell Papalardo in 1983.

I asked about this before and some people vaguely recall it. There was an FBI undercover sting operation where agents posing as NY Mafia members went to Cleveland and offered to make certain people, one was even a black guy.
