B - Scalish-John - acting 1945-1949 (lonardo), official 1949–1976- According to most sources (alternatives welcome), he was considered a weak and hands off leader. After Scalish died, Cleveland native Jimmy Fratianno (LA acting underboss who allegedly "misrepresented" himself nationally as Acting Boss) was called in to assist with the making ceremony since "Scalish didn't make anybody for years and years" and no one remembered how. I believe Lonardo testified that Scalish "didn't care about the future of the family." Consig DeMarco and CL Capo Brancato functioned as the day-to-day leaders. His brother in law was Maishe Rockman. He allegedly inherited his position from Polizzi who retired to Florida but still took a percentage from certain CL LCN rackets.
U - Milano-Tony -1930
–1976 (tenure length seems questionable) - His brother Frank was boss from 1930 to 1935, he turned control over to Polizzi who then turned it over to Scalish. Both Polizzi and F.Milano moved abroad but maintained connections with this combine. Given Frank Milano's international residence (CL, LA, LV and Mexico) Polizzi was most likely approved by Milano or he was even his under (my speculation) and they both maintained a relationship after 1935. It's even possible Scalish and T. Milano became foreman for Polizzi and F.Milano. Because it seems DeMarco and Brancato did most of the heavy lifting while Scalish and Milano almost completely removed themselves from direct activity.
C - DeMarco-John - 1930
–1972 (tenure length seems questionable) - Lonardo cousin. Ran the day-to-day with CL Capo Brancato. He was reported to have no ill-will with Milano but felt that Polizzi should have chosen either himself or Brancato as a successor as Scalish was weak and ineffective. According to Lonardo he himself was made in the 1940's between 45 and 49, he id'd DeMarco as a captain at that time he most likely got promoted to consig during or after that period.
*** Given the Milano's close relationship with the Lonardos prior to their murder, their involvement in the Porello murders, and T. Milano's 'successor' Frank Brancato, leads me to consider the possibility that this was one unified crew very early on. It appears De Marco, Brancato and Milano came from the same faction. I really don't know anything about Polizzi, he and Scalish might have come from another faction that was represented in the group. These factional politics died out in the 70's with turnover.

Maishe Rockman - bro-in-law of Scalish. According to Lonardo- after Scalish died, "the family looked to him like the boss" and in essence acted as the family "consigliere" but "he couldn't be a member because he was Jewish." Given that DeMarco didn't function very consigliere-like, this guy might be as close to a Tom Hagen as you'll get. Cleveland Italians and Jews had a mutually beneficial relationship going back to the 1920's. The Jewish competent is most likely instrumental in CL's entry into Vegas.

-Capo - Frank Brancato (Milano's number 2, took on a higher prominence in the 70's). He appeared to have been one of those "more than just a capo" capos, described as Milano's second or 3rd in command from one faulty (in re. to the CL admin) informant. Another informant claimed that DeMarco and Brancato handled most of the family decisions and acted as mediators and both held Scalish in contempt and credited his boss status due to Polizzi giving it to him before retiring. It's more than likely there was more than one captain in Cleveland proper.

Mallamo-Dominic : The FBI listed him as with Cleveland but could they be mistaken? I've looked at both Pittsburgh and Cleveland's early history and I have a very hard time believing he went with CL. Now I'm not about to walk in here and say there is no way but this does not jive with me. If it happened, could there have been a dispute with Pittsburgh that made him go with CL? The Milanos and them remained close since the early days but Youngstown was traditionally linked to Pittsburgh back to the 1900's. But like Slim Charles said: "Y'know dat thang bout the ol'days.. see dey da ol'days" so... Any help or insight would be appreciated.
***Regarding Mallamo and his crew, keep in mind when he took over Youngstown with Paul Romeo, Youngstown was its own and was wide open territory. Mallamo was "very close" and aligned with Tony and Frank Milano who more or less were heads of the "Calabrese Organization"." He was aligned with Tony Mollica (Mansfield), Tony Ripepi (Pittsburgh), John Bazzano Jr (Pittsburgh), Joe Regino (Pittsburgh), Dominick Anzalone (Pittsburgh/San Jose), Phil & Steve Zoccoli (San Jose), Salvatore Marino (Pittsburgh/San Jose), Vincenzo Tripodi (Steubenville), Cosmo Quattrone (Steubenville), Philip Mattucci (Steubenville), Joseph Tegano (Steubenville).
