There was no specific mention whether Gulotta and Vince were closer than anyone else and there was no relation between them- Gulotta's family coming from Sambuca while Vince's family was from Camporeale. The only thing I can figure is that Gulotta was increasingly becoming entrusted more in the family's gambling areas and Vince, being his capo, was tasked as a responsibility of his.
Yeah that makes sense given Vince was his captain. Is it known who was acting for Vince when he was away?

We don't have many inside sources who could break it down from an organizational perspective in the era, but a Chicago member informant (possibly Leonard Gianola or Ned Bakes) was an associate and booze runner in that era and indicated he made good money although the details on how this was handled are redacted:

In general though, the mafia employed rumrunners who were often associates and we can assume they typically paid them a stipend or salary of some kind, a possible variable being if the sum changed depending on the load or profits being made.

Yes, in Phil Priola's FBI files there was a Rockford Police Detective who stated he had information that Priola was acting capo while Vince was at Sandstone Penitentiary. Interestingly, Frank Balistrieri was also housed at Sandstone at the same time and FBI files mentioned this.
