We don't have many inside sources who could break it down from an organizational perspective in the era, but a Chicago member informant (possibly Leonard Gianola or Ned Bakes) was an associate and booze runner in that era and indicated he made good money although the details on how this was handled are redacted:

Yes, in Phil Priola's FBI files there was a Rockford Police Detective who stated he had information that Priola was acting capo while Vince was at Sandstone Penitentiary.
