1985-1986, maybe earlier than that. He was acting for Dominick Cirillo, this is the Greenwich Village crew. This was a time where LE snagged Fat Tony, and a couple of high ranking members close to The Chin, and distrusted a few lucrative operations in the Genovese Family. After the Commission Case, Mangano was bumped up to Underboss.

I'm pretty sure Cirillo didn't become a Capo until after the death of Dom Canterino in 1993.

Manna was one of those few Capos or Soldiers from a different crew that rented an apartment in the Village to stay close to Gigante. Bobby Manna was a Capo to a New Jersey crew.

It´s pretty clear to me that Manna was a member of same crew as Tommy Ryan, that is the Greenwich Village crew. An informant said so according to a document found on Mary Ferrell dated in mid 1960s. If he was transfered later on to be under another captain, I don´t know. But if you do, please name your source.
Manna´s elevation to capo and eventually to consigliere is still a mystery. I haven´t found anything that fully explains his rise.

Manna was Identified by Joe Valachi as being part of a New Jersey crew loyal to Vito Genovese after Vito became boss, he was an associate to the Greenwich Village (Vito Genovese) crew before being made in Jersey right before the books closes. He was seen with Catena, Tieri, and Eboli on some occasions during the 1960s.

If he was a captain it seems possible his crew split off from that crew in the 1970s.
