Frankly I'm amazed he's still on top as is. My guess would be it was only with the blessing of other families that Joe C was shelved. It wasn't due to internal 'power'. It's in their interests to say you can't depose a sitting.

I've said before that it seemed most of the family, which is not in the Bronx, wanted Mancuso replaced. But if you're going to unseat a boss (especially like Mancuso who has no qualms about violence) you need to be willing to follow through, which the majority apparently wasn't willing to do.

If Joe couldn't pull off the coup after he got voted in with solid support and Mancuso in prison you think he could pull it off after he's been on the shelf for years with his most important allies also on the shelf or dead?
Mancuso has a full administration on the street for last few years you can bet he's rearranged the family and put loyal guys into all the key spots up and down the ranks. It's his family for the foreseeable future.

Yeah... when Vic Orena tried to poll the capos, he miscalculated badly. He mistook a relationship with Gotti as a green light to take over. But didnt correctly judge the climate INSIDE the family.
But when Gotti took a "Vote", he had like, armed sentries to make sure the vote went right. He was ready to bring the guns out, hell he already did by hitting Paul.
