Was Paolo Gambino a Captain in 1963?

Freddie Santantonio in his breakdown of the Gambino Family said in January 1963 that Paolo Gambino was a soldier in the crew of Paul Castellano.

Paolo is often listed as a Capo; is it known if in 1963 if he wasn’t or not?
