Tony Spilotro Las Vegas Family?

In the movie Casino, they depict "Nicky Santoro" (Tony Spilotro) as wanting to plant his flag in Las Vegas, essentially establishing his own Family. My question os two-fold.
A.) Is there any truth Spilotro wanting and attempting to create his own Family?
B.) Whether true or not, what would have been the process (politically) to make this happen?

I don’t think he wanted to make his own family. I think it was more on the line of him one day taking over the entire Outfit

He had his supporters but his power base was Vegas

If you go by Cullotta's interview in Casino, Spilotro had gone on a rant one time where he was talking about taking out several of the Chicago bosses and Western/Midwest bosses so he could take over everything in the West/Midwest. If that happened I think he saw himself being in charge of Chicago and it's western rackets but he'd be based in Las Vegas. Cullotta claims he tried to talk him out of it by saying if that happened then the families in New York, Detroit, Milwaukee and Kansas City would not let that stand. It's only mentioned on one page in Casino, but that's Cullotta's claim.

He was good as a tough guy and a bully, but Chicago needed to send someone out there with more finesse imo.

Spilotro thought he was smarter than he really was, probably why it was so easy to lure him to his death with that ploy

He wasn't lured to his death, he felt obligated. Sure, he was told that he was getting a promotion and his brother was getting made, but they had a good idea that they weren't coming back. Spilotro had a huge ego with even bigger ambitions, but he was also a dutiful soldier. He would have gone no matter what they told him.
