Anthony "Bowat" Baratta
Why was Bowat brought back off the shelf and Frankie Lastorino wasn't? I understand why Frank was on the shelf (the Patty Testa hit and planned rubout of Bobby Amuso) but wasn't when those two things occurred Baratta the acting underboss?

Vic put Frankie on the shelf so to get him of the shelf, Vic would have been asked to do so but he really doesn’t like Frankie.Crea most likely put Bowat on the shelf for reasons that we do not know.Though we do know that Crea didn’t like Bowat.It’s unlikely that Bowat had anything to do with Gaspipe’s plot which involved Lastorino.
Pennisi met with Frankie in 2013, Joey DiBenedetto who’s Vic’s son in law told him don’t meet with Frankie again because it could cause Pennisi a problem with Amuso.This was many years after the plot against his brother happened which just shows that Vic wouldn’t want to take Frankie of the shelf

I just know during that time period Bowat was serving an acting administration role, evidenced by him raising the notion of Ralph DeSimone being an informant to Jimmy Ida when the Genovese produced a list of proposed members during a meeting...I think it was at a hotel and Barney was there too...

Just from reading about the guy he was busted setting up drug deals in prison around 1997. He was still being consulted about a perminit seat the luchese family controls at rao's restaurant in 2003ish. So was he on the shelf when he came home because he was on parole? Was it the drug dealing Maybe still in amuso doghouse because he was a casso guy. Seems like he got his button back once he was off parole.

If Frank was shelved due to Casso, hit on Bobby etc then that likely occurred mid 90's. Casso was shelved around 93, Frank caught 94 (may be off slightly). It makes sense that that's the likely time Frank was also shelved (or shortly thereafter) so Frank was likely shelved 93/4-96. And still shelved in 2013. And likely at least until 2018 when John flioped.So that's around 18-23 years on the shelf. ESPECIALLY with Bowat being taken off the shelf. If Frank was going to be taken off the shelf, surely it would've been around that time, yet up until John flipping, he was introduced to Bowat, and never Frank.

Didn’t it come out that it was Crea who was behind the shelving of Bowat?
