Taking the necessary measures, which too many would consider "extreme," the government could virtually stop the drug trade. But people don't have the stomach for it so we get what we've always gotten. It's only a losing war because how we've always fought it.

Governments all over the world are losing the War on Drugs, regardless of how hard they crack down. Some countries will execute people for possession of small amounts of drugs, but there is still a thriving drug trade in those countries. The problem is that if you tax legal drugs too much, the black market continues to thrive. People are willing to pay a little more to buy drugs legally, but at a certain point it makes more sense to take the risk of buying from a dealer. States are learning this the hard way with legalized weed.
