3) Use the same drone technology we've used against terrorist groups in the Middle East to wipe out the cartels in Mexico

4) Actual effective border enforcement

Just through sheer attrition, with enough traffickers dead and enough users rotting in prison, will make the difference.

For prescription drugs which is a huge market and deadly , you would be executing Pharma CEOs, Doctors and poor senior citizen, cancer, AIDS patients who are the traffickers in that trade.

The problem is that if you tax legal drugs too much, the black market continues to thrive. People are willing to pay a little more to buy drugs legally, but at a certain point it makes more sense to take the risk of buying from a dealer. States are learning this the hard way with legalized weed.
