Create a New Family?

Michael Rizzitello in 1986 asked NY the permission to create his own family but NY said nope.
Now that the times are changed,a powerful associate with a large numbers of men can in theory ask the permission to create a new family?Or its not convenient to do this in the United States?

I don't know who would stop them from doing it. They wouldn't be recognized by the other families as a legitimate Cosa Nostra family, but I guess they could start a crew and call it a family.

I did it myself in the Tristate area (southern ME, NH,MA). I pricked every petty criminal I could find that weeks finger and made
Them burn a saint and schooled them on crime and always wore a suit in front of them. Told them they all needed to pay me tribute. Did this last year and I am still taking in 300-400$ a week from it today so overall was very effective. 2 of the 11 are dead, one got arrested for federal parole violation by the US Marshall’s leaving my house, one went and saw his GF that swore she still loved him while having a protection order on him and went to jail, one of their girlfriends is now seeing me, (got the federal warrant kids girl too) that’s pretty much the end of my family. Really should have carried the no female relative rule over

Anthony Colombo died in early 2017 but Chris Colombo and Clemenza are still alive - not sure where Clemenza's standing with the family is at these days though

Actually I use more an excel type spreadsheet keeping track of their major felonies for easier dealings with the feds.
