There were several interim reports from the court monitor from 2010 to 2019 but only up through 2014 mentions LCN involvement. The 2014 report stated the District Council, eight affiliated local unions, and the benefit funds were free of organized crime influence. However, there were two Genovese members who remained employees of signatory contractors, as well as another Genovese soldier who was responsible for representing the family in certain construction and trade show interests and who was suspected of attempting to exercise influence of members of the Carpenters Union (including a longtime shop steward in the trade show industry). I always wondered who that was.

If I remember right, they were referring to a Laborers local in Jersey.

I mean the no show jobs. Your foreman and you fill out your time sheet for the week. They must of had guys on sites everywhere. I did read some guys would have the no show job but give the check back but that means they keep the health insurance the pension credits and annuity or whatever. Not a bad thing

Laborers 731 (Excavators) was the union Pennisi and Johnny Sideburns were involved in with Belt Parkway Replacement Project.

No, what Pennisi said was they were involved in bid rigging for concrete contract on phase 3 of the Belt Parkway Replacement Project back in 2015.

those guys who actually operate the excavators make money depending how big. 80 to 150 hr. you got to have licenses and actually take courses. i wonder if pennisi was basically the guy grading dirt and shoveling shit. which pay more like 40 hr. nyc has crazy work rates so i might be way off but those guys make good money

Here's what Pennisi said -

"In a similar fashion, Sideburns needed help getting a concrete company (Advanced) to service the Belt Parkway Replacement project. A shop steward for Local 731 approached me and Advanced was on the job. Sideburns made big money from every yard poured. I went to him about my helping Advanced get the contract and his lack of sharing."

Sideburns: "That fucking guy (731 steward) is a liar. I got Advanced on that project, what little money I make is mine. Maybe I can get you a few dollars but I don’t need to share it with the Borgata.”

"Nevertheless, he lied by taking credit for Advanced getting the work. Assuming that were true, he would need to split the kickback with me. All things considered, he indisputably needed to kick a portion of those proceeds up to the administration which he did not. For example, a yard of concrete depending on the mix can cost $125 and up. Sideburns can make $2-5 a yard. Phase 3 of the project cost between $270-328 million, if concrete equated to one-third of that cost – do the math."
