Haven't seen much discussion on this particular rule, but my understanding is it doesn't matter if the person was killed in a sanctioned murder or not. The rule was put in place to prevent guys being killed for minor reasons, or for another proposed guy more favored by whoever ordered the killing to step in and take the dead member's business, etc. If a murder like Castello's is allowed it would just give guys the incentive to cop a sneak and then achieve the same outcome the rule was supposed to prevent. Need more sources that specifically address this rule to say for sure though.
