frank tieri might have not had the final say on ordering brunos murder but he was the force behind it. 1980 benny Squint and chin are bosses tieri underboss or fat tony is but there all equals except benny.

they couldnt order another bosss murder without the commission approval so they manipulated tony cappanigro and used him to do there bidding with him thinking he would become boss

Based on the vast majority of FBI reports and testimonials, Tieri was the boss at the time of Bruno's murder. He stepped down in late 1980. I'm not going to comment on the whole Lombardo business, but I believe the top guys ruled together during this time. Like the fucking UN even.
