We have Violi saying the Commission approved of him becoming underboss, but Todaro may well have simply touched base with the NYC bosses and it was generalized by Todaro and/or Violi as a defacto "Commission". It's interesting in its own right, but I wouldn't consider it evidence that the NYC Families reorganized a formal Commission. It's not something that just happens on its own.

Some posters must think conceding a point that Massino was wrong/deliberately lied/misconstrued truth would lead to the rest of his testimony to be subject to question.
And certain posters have drawn battle lines on other Massino testimony therfor noe none of Massinos testimony is questionable as questioning one aspect, some it appears fear, would lead to a question of all.
Its a remarkable coincidence that the exact three posters who vehemently reject the Massino Napolitano/Brasco thesis have a united opinion on the Massino Commission thesis.
Napolitano/Black/Mirra/Ruggerio coincidences.
Now we have the 3 poster Powerplay/Commission coincidence as well.

You do appear to do so at any length across multiple topics each with conflicting evidence. Again, quite a coincidence or perhaps your bias (which you immediatley confirm below. You contort history, logic, evidence (? some, all?) to fit into Massino's testimony.
At the expense of everything else bud? Fuck Vitales testimony. He was number two for 20yrs, married to joe's sister yet discard everything he says Joe directly said to him without consideration.
Forget everything else as well.
