This guy is sort of a mystery.
In his book, Kenji described him a "another made guy from New York in Jimmy's (Caci) crew."
In a 2017 blog post, he said
Philip Dioguardi, also known as “Fat Philly,” was a man I knew from Palm Springs, California. He used to be with Jimmy Caci, a capo in the Los Angeles family. He was involved with Jimmy and the guys so we used to see him a lot at the club on Palm Canyon Drive. He was a long time friend of the Colombo brothers and Gerard Clemenza.
One day I was with Jimmy at a bagel place in downtown Palm Springs and Fat Philly came to sit down with us. Vince Lupo ended up at the table too. Philly explained that he was going to move to Queens.
Fat Philly became part of the Colombo brothers crew. He was called a “bagman” by the prosecutors in the case. Fat Philly would pick up cash in Manhattan and bring it to Anthony Colombo’s home. The problem was the organised crime squad was watching and listening to the crew.
They all ended up being charged with racketeering in the Southern District Federal Court.
Was Dioguardi made into the LA family or was a he a Colombo guy floating back and forth?

Gambino: 143-151 (It was closer to but less than 200 but they have lost almost 20 members in the last 3 years)

Lucchese: 107-112
Colombo: 73-81 (so closer to 100)
Philly: 43 (so closer to 50)
New Jersey: 34-37 (so in the 40s)
New England: 25-34 (likely in the 30s)
Chicago: 19? (Some dispute on who is confirmed and who isn’t. Snakes and Antiliar would be the guys to ask. But the number is almot surely in the teens by now)
Not sure the Brindisi is Pasquale. It could be Thomas Brinidisi who is dead or another guy altogether. From the tone of the article that mentioned him as a member he was already old in 2006 so whoever it is he could very well be dead by now.

John Balistrieri and John Candela, owner of Grande Cheese, are still alive for Milwaukee. I believe they have both been identified by the FBI as made members

I included him in my estimate but he was not on the 1993 list or the 1997 and 2006 charts. So he was almost certainly not a Buffalo member.

Candella was on the August 1968 Madison member list. The 1993 Milwaukee list has a redacted spot that could be John Balistrieri.

Those charts were were not totally inclusive and members have been proven to not always be known by the FBI as we've seen in many cases across most of the families.

Confirmed using the predetermined set of factors B and others set out that include court documents such as appeals or a reputable news source which wouldn’t print unless they were confirmed because it would open them up to libel
