They were taking over $10,000 a month from the health fund but also using their influence over the union to force the management to make decisions that benefited the Colombos, as well as manipulated the local's health fund's vendors in order to have it contract with companies and individuals associated with the family. They had their hands in the cookie jar a few different ways.

We don't know what local it was since they haven't named it for whatever reason. Like I said above, the extortion of the unnamed local goes back to 2001 but Colombo control of Local 6A long predates that. There are several construction locals with HQ in Queens. Hopefully more info comes out.

Sometimes for the proscution to use as a bargaining chip, i.e. a relatively unimportant charge they can drop if a plea deal can be reached. Though, that said, there was fraud involved in those charges.
