Simms was bribing a coastal commissioner and lent large sums of money to Glick. In 1995 Simms loaned $2.2 million and received back nearly $2.6 million from Glick.

Do we have an actual FBI file on that? I'm not saying it's wrong, but doesn't seem to fit with his "I know nothing" "plausible deniability" personality. He got to be a huge Vegas casino boss for years with other people's money and walked away clean. Because he was so fucking careful. Him issuing(which he had no power to do) or even asking for a hit on Rand doesn't fit. I could be wrong though. And Lefty's info is suspect.
