In conclusion, Johnny Sideburns did not have much to say about the [west side] Genovese family. He was a former associate with that family before becoming inducted by the Lucchese family.

He was at the meeting with Crea, DeSantis, Dellorusso & Papagni when the power switched from the Bronx to Brooklyn. Crea representing the outgoing Bronx based admin and these guys the incoming Brooklyn based admin. DeSantis walks out the Acting Boss, Dellorusso a captain with eventual bump to underboss. Zappola is promised an admin position when he's off parole and we can surmise that Papagni was promised something also most likely a captains spot. If Mikey and Patty get wrapped up in a case Georgie might have his day in the sun.

I get what Pennisi is saying about loyalty with these comments , but conversely, actions speak louder than words and what they are doing for Amuso really does show that there IS actual loyalty in the mob.
Seriously. A good number of important guys must be really really loyal to him. It's not a "lightning rod" situation; Amuso's not going to ever get indicted again, and more than one full set of acting administrations has gotten locked up since Amuso... so it's not a case of keeping him in position to keep heat off. These guys are truly loyal to him. Which in my opinion is crazy. Outside of his son in law, they (the Brooklyn loyalists) theoretically could tell the Amuso family to kick rocks, pocket the annual quarter million and god knows what else, and face zero repercussions from anybody.
