Definitely no connection to West Chester.
Chester was a decent place many, many years ago and it probably peaked around WWII. The Calabrian faction had a strong but low-key presence there, but the economic downturn there permanently gutted the city and not even the mob could survive there. It was already on its way out by the time Bruno took over. You still had a few people there and Santo Idone was the capo through the Scarfo years but his interests were spread out.
