Sonny Franzese should have been the boss, not joseph colombo

I understand that during the period that colombo would eventually become boss, sonny was in prison. But it seems like he should have been the man that took over the leadership spot. Colombo got handed it because he told the commission that Magliocco and Bonano planned to kill the other commission leaders. If he didn't do this, would he have been one of the people in contention for the role of boss? Or even still, if sonny was out, would he have taken the spot over colombo?
