I just cant see Joey and his guys hanging out at Chick's, I also dont think Joey and Phil are enemies. I think they tolerate each other and coexist. Joey Pung is the one who is on the outs with everyone due to the things he said and did all those years in prison. Its all out there for public knowledge, read Joey Punge's Appeal and then tell me if you think hes not on the outs with all the guys downtown.

Phil Narducci I also don’t think is at odds with Joey Merlino and his guys. Are the best of friends and acquaintances , No but they have learned to coexist without being at odds. Phil did his time and didn’t bash anyone while doing his time, he isn’t in bad terms. It is true that he’s always at his restaurant Chick’s , I have been there twice and saw Phil there both times at the bar with a huge , gigantic silver necklace and cross like what a rapper would wear.
My opinion is that Phil isn’t really heavily involved in LCN and that loansharking bust was just him operating autonomously , I bet he wasn’t kicking up any of his loans he had out to Joey and his guys.
I have a feeling he just does/did his own thing and operates his restaurant with his wife.

It was a weak case. He did less than a year in jail and really didn’t deserve that. The guy he owed money was a piece of shit. I’m surprised Phil fell for his act.

Chickie Ciancaglini is the father. Johnny Chang is the oldest son, Joey Chang the middle and Mikey Chang the youngest. Chickie and Johnny were in prison during the Stanfa years. Stanfa made Joey Chang his underboss. Mikey Chang was the leader of the rival faction along with Merlino. Mikey Chang was said to be at odds with both his brother Joey and his father. Around the time that Joey Chang got shot however, Chickie looks to have sided with Mikey and Merlino from prison. Stanfa sends out John Veasey and Philip Colletti to kill Mikey. Then all the Stanfa people get arrested. The Gambino family intervenes to save Joey Chang's life on the condition that he is put on the shelf. Johnny Chang gets out and falls in line with the Merlino people, who are now in charge. Also where did Phil get all of this $$$ from when he walked out of jail after 30yrs ? He has a large home with all the high end cars and bikes Opens a restaurant etc? Where did the cash come from ? His parents estate? He is the sole survivor of his family right? his bro is dead and both his parents are dead. But didn't his dad have all his assets hidden ?

That's one of the more fascinating aspects of OC that is rarely addressed. A guy like Chickie Narducci surely had large hidden interests and assets all over the city. Had partners in the some businesses, legitimate and otherwise. Also had a large shy business and gambling business... I would assume with the rackets, especially the ones where the family or other members are partners the business goes to whomever the boss wants it to go to. Wasn't Salvy given a large portion of that book? Those interests "belong" to the family. The shy book would be a bit different, that would belong to the kids because the father staked the money and the kids are members.
When Bruno went, the partnerships that he had with other members belonged to the family. His other interests belonged to his family, who likely had to pick up the pieces where they could find them and rely on Bruno's partners to pay them out or continue the business partnership. In Chickie's situation, I would assume that Phil and Frank had knowledge of the partnerships that he had all over town. When Chickie goes, his sons protect their families interests. They also had the extra leg-up of being members themselves, so anyone trying to screw them knew that. I would suspect that a large part of the wealth in that family was generational.

For what its worth, following Phils release it was reported by some that Phil was kicking up to Steve Mazzone, who he reportedly respected. Had no respect for Joey Merlino. But who knows if this is even accurate. I do believe the no respect for Merlino, but who knows if he just didnt really have any opinion of them or recognize any of the Merlino faction as bosses.

Yes most walk out dead broke after 30yrs. I don't know about someone stealing those assets when they go away. They didn't live in a vaccum in a world populated with 30 guys. Their father was one of the most well-connected made guys in Philadelphia. His interests would have been silent but within the world of OC they would have been legitimate. Owning pieces of a business or land or a parking lot etc. He dies in 82, his sons probably liquidated some, kept some and converted some into something that could support their family. Chickie Narducci isn't worth millions with a big crew including his sons and then dies and is worth nothing... his sons don't go away five years later and do 20 some years and no one on the street is looking out for their interests. The shy book just goes away? I'm sure there were guys who represented them on the streets, though most interests would fritter away over the years, it doesn't surprise me that they might live better than some guys.
