Here's the part in Gangland about him being boss in name only:
According to sources on both sides of the law, underboss Frank Cali, long viewed by the feds as a rising star in the crime family, has replaced Domenico (Italian Dom) Cefalu as the wiseguy quietly calling the shots for the Gambinos. Gotti clan elder Peter Gotti, 75, who is cooling his heels at a federal prison in Lisbon, Ohio, is still the "official boss." But it's in name only. All agree that the former New York city sanitation worker has no say in the crime family's business.

There were multiple reports over the years detailing Amuso's control over the family like using Danny Cutaia as a messenger, telling everybody in the borgata to show up for his wife funeral in 2012. Both Capeci and the feds believe he's still the guy on top. As for Pete - the reports/rumors he's boss "in name only" started the moment he got busted in the early 00's for extorting Steven Seagal. He was never well-liked or was able to command the respect his brothers did. His own brother thought Pete was too stupid to be lcn material.
Well, we know that. But Peter Gotti was made the boss and has not stepped down as far as we know. And now when Gene is out, he has a voice and a presence on the street. Having Gurino on that ruling panel (reported some years ago) could mean that Peter Gotti still have some say.
We don't know if Gene is active. The last time we heard anything about the guy is when we learned about his loansharking operation he had 15+ years ago. He has a target on his back the size of Texas because of his name and has 4.5 years of mandatory parole left. Gurino is definitely a good call, but it might be more pragmatical than a "political" move. My point is with Peter we see some opinions in law enforcement saying he's boss in name only to Cefalu being the official boss. WIth Vic we don't see the same. Everything that has come out is only stating he's maintaining control of the family and that's it.
Guys on the street are more than happy to let someone doing life keep their official boss title. It’s the smart play it keeps a little pressure off everyone even the feds.

I’m not Saying Mannino is or isn’t UB
Semplice was indicted in Nov 2017. Who knows when his statement about Mannino being his ‘supervisor’ was made. It is possible he was moved up after the fact. Using that article as proof that Mannino was never moved to UB is a premature jump to a conclusion without considering all factors and possibilities.
We had 2 law enforcement officials, as well as Capeci, confirm what we already knew - that Cali was underboss at the time he was killed. The article only adds to that. Therefore, following the known line of succession, it doesn't appear Mannino was ever underboss unless he has been made so since Cali's death. And that's all speculation at this point.

Of course that report of Cali becoming Boss was apparently wrong so...
And as we know, Capeci later corrected that. And since Cali's death, we've had further confirmation of where things stood up to that point.
Peter Gotti - boss (nominal)
Dom Cefalu - acting boss
Frank Cali - underboss
I think alot of people didn't catch Capeci's correction, even other media members. They must have also looked him up on Wikipedia, Wich stated wrong that he was acting boss.

Got to wonder how powerful the 'Sicilian faction' is without Gambino and Cali.
Cefalu is still acting boss. One thing Cali had was he was connected to the others besides the Sicilian Faction. A guy like DiMaria kind of is similar, but his age. Then again he might be s perfect candidate as acting underboss.

That's because you have idiots or fanboys editing that for the most part.

Anyone foolish enough to go to Wiki about mob info almost deserves to be mislead.
It's weird because wikipedia is basically fine as a starting point for most things as long as it's well sourced but on the mob it's atrocious. Guess it's because it's so niche and because of the people it sometimes attracts like Snakes mentioned.
Wikipedia itself is usually not too bad, but the mafia wiki is completely rediculous. The Chicago outfit mafia wiki page last time I checked said they had like 10000 soldiers or something. I think the outfit has a lot more than 28 made guys but ya, the wiki is just some guy with a lot of free time and a few screw loose.

we are not discussing the outfit!!! ur gonna kill this with that...
slim it looks like some top capos mentioned are:
DiMaria/Corozzo , Gurino, Juliano (??), Camuso and Mannino
the whole Gotti aspect would be a cool storyline... and almost similar to the Rizzutos... the Sicilians coukd possibly be looked as the side "Paul was on" as the Family had almost 2 sides pre gambinos days....
