Sonny pointed out in the Siemplace article that Paul Siemplace specifically says he is under Lorenzo and that tbey were very close.
its known that Mannino was head of the zips but this article shiws he did not move up to UB

I’m not Saying Mannino is or isn’t UB
Semplice was indicted in Nov 2017. Who knows when his statement about Mannino being his ‘supervisor’ was made. It is possible he was moved up after the fact. Using that article as proof that Mannino was never moved to UB is a premature jump to a conclusion without considering all factors and possibilities.

It doesn't really matter that much. The ranks, all these guys are- were close friends, ( im assuming... ) Cefalu, Cali, Mannino..... I'm speaking in terms of the " Sicilian faction"...
I've said before, I've seen Cali everything from Boss, Acting boss, Underboss, Consigliere, to halfway shelved.
I just looked at him like one of the 5-7 or so guys that make the family "GO" so to speak... And the key guy for the international connections....
I would just go with the FBI on the ranks.....
Influence is tougher to nail down than rank....
Take Gotti, all the guys close to Gotti were in positions of power at some point.
This is why some ( we really dont have to argue about this, REALLY, we dont.... it's MY opinion...) believe John Gambino was the final word. You can SEE the influence by all of HIS guys in power positions.....
Otherwise, it makes you wonder WHY all these guys are or were in charge
B., did a good breakdown of how certain guys were like bridges between the power "factions/clicks", Gottis people and the Sicilian faction. If you take out the flashiness, I think They really had more in common than not, honestly.
I could definitely see Cali having more RANK, yet Mannino having at least equal clout in the family.....

1. What does Sicilian faction mean to the Gambinos?
Business ties, ethnic ties, family ties, all three intertwined? Was Cali really importing guys, Large crews? Why are these ties so important? Especially the mysterious international business.....
2. Who are the biggest earners?
3. Who commands the largest- most active crews?
I think these people will be the top guys......

How sure can we be on Peter Gotti not having any influence? It´s easy to just claim he has no say. Let me remind you that he is still the official boss. And now when he has a respected brother back on the streets, there is going to be negotiations on who will be on top especially if the Family is fractured. As the official boss (although incarcerated) Peter Gotti has the right on his side in naming administration guys. These negotiations could last for months. If Gene wants a seat on the administration, he will be considered and if he doesn´t, a man like Anthony Gurino could be put in place.
One thing for sure though...Cali´s murder have opened up some possibilities of reinstatating the old Gotti faction into power no matter if the murder was just a random act by a nut case or a hit ordered by the top guys. Crazy.

Another question... Cali was a KEY guy... very much like John Gambino in that he seemed to be the converging point for Italisn crime groups and the Americans...

There were multiple reports over the years detailing Amuso's control over the family like using Danny Cutaia as a messenger, telling everybody in the borgata to show up for his wife funeral in 2012. Both Capeci and the feds believe he's still the guy on top. As for Pete - the reports/rumors he's boss "in name only" started the moment he got busted in the early 00's for extorting Steven Seagal. He was never well-liked or was able to command the respect his brothers did. His own brother thought Pete was too stupid to be lcn material.

It was reported in Gangland i believe that Pete was boss in name only. You're right though maybe he was brought back into the fold since he never relinquished the title and he's got more presence on the streets now, who knows.
