As I had said, fear has turned him into this powerful mobster, something I do not think is true of Provenzano, since he was quieter and quieter.

Didn't Bagarella take control of the Coreleonesi after Riina'a capture - he ok'd several bombings on the mainland until he was captured a short time later....

My mistake , Filippo Marchese was the one who did that. But Leoluca Bagarella was with him most of time in Room of death.

Some say it was Provenzano who sold Riina to police , but i think it goes much higher than that , masonic lodges like P2 were involved too, Riinas took things too far with war on state.
Remember that after Riina's arrest ,police was ordered not to immediately search the Riina's apartment,and stopped surveillance of house after 6 hours,when they came back, house was empty, they found nothing.

I decided to "revive" this topic because with the recent news I posted in the news of Italy, it seems that Messina Denaro is only the Boss of mandate of Castelvetrano, no longer believe that he is the "Boss of Cosa Nostra," and in January we had news of the arrest of 7 members who were trying to reorganize Cosa Nostra between them Leandro Greco and Calogero Lo Piccolo, and in 2015 the Corleonesi were trying to reoganize too, due to the pressure on Messina Denaro and the recent news, I think this year we will see his capture or a new commission, something that since the 1990s has been difficult.

The way the OP describes it very much sounds like a boss of bosses. I'm not sure what he's trying to explain here. Being the head of the Commission, selecting other bosses to replace the old ones, and doing whatever he pleases equals boss of bosses to me. He may not have been actually given the "official" title if that is what the OP is trying to say, but if there was ever a true capo di tutti capi it is Riina, not Masseria or Maranzano.
