During a sitdown, is it always necessary to have a higher-ranking member in the room to act as a mediator? For example, if two soldiers have a dispute, can they get together on their own and try to resolve it, or do they have to call in the consigliere?
Also, which members are allowed to act as mediators? Considering how many disputes occur on a day-to-day basis, I doubt the consigliere could handle every single one.

From my understanding of mob protocol, the sitdown is a formal procedure that's invoked when the parties can't settle the dispute themselves. They request a higher-ranking member to decide for them. It's more of a final ruling rather than mediation. Each one of them goes to their respective captain. The captains meet up, and if they can't reach an agreement, they take it further up. Sitdowns were a big deal, despite being fairly common. The ability to present your arguments in a convincing way was a valued trait.
