Around the time of the trial, there were articles claiming that Tornabene was boss of the outfit, a news channel showed up at his door step, knocked and he answers in a white t-shirt and they tell him that some are calling him the boss. He smiles in disbelief and says "I can't even walk." Then there was recordings shown of him walking hunched over being escorted by two guys.

It was James Wagner of the Chicago Crime Commission who told the Tribune that Tornabene was the alleged boss. But this all came out only after Nick began giving testimony mentioning him. I really have to wonder whether Tornabene would be a household name in Chicago if Nick had not have placed him at the making ceremony. I think he still would have been quite under the radar.

The chairman was automatically a consigliere because he sat on the consiglio and presided over it. There's reason to suspect this was equivalent to what we call the official consigliere in Families with the singular admin position of consigliere but we can't say for sure this was always the case if it's true someone like Priziola in Detroit was both underboss and council secretary. Cavita found evidence Rockford may have had a consiglio and that the official consigliere presided over it which would be an example of that role being the same. Some of the ceremonial duties of the official consigliere in certain Families without a consiglio are also consistent with the council secretary in consiglio Families which adds to that.

Yes, and with my example the consigliere (Joe Zito in this case) had sided with the unnamed individual, who I suspect was Dr. Joseph Bona. Rockford LCN member Sebastian Gulotta called a meeting before the consiglio against Bona. When Zito stated that Bona was to be afforded a certain degree of respect because of his position, it was the capo, Lorenzo Buttice, who stated that when Bona disrespected Gulotta, he disrespected the entire family and Zito was forced to reverse his decision. So in this case, the consigliere didn't have the final say and the capo was the sort of "checks and balance" system of the consiglio.
