How exactly the Genovese Family has been run the last 15 years is still somewhat of an enigma but according to available information, yes, Nigro was the acting boss. There´s a bunch of files on the Bitterqueen site (Scarpa, Gambino, Gotti, Lansky and others).

The problem is they come in pdf format and impossible to post (Copying and pasting). And some of the files have hundreds of pages, sometimes thousands.
