I don't think he was made, or on the commisonion. I kow there are sources, but other sources from very old ones to reent ones have been wrong or conflicted each other. It is possible he was made, but I doubt it. I think members of the commision had to respect him due to his power and meet with him. ...

There is no maximum security prison in America where he could have survived long. The guards left him wide open for this attack. Any well known rat would have gotten killed, here it happened quick. The inmates knew he was coming in, and that he was unguarded.

It's pretty obvious the system wanted him dead too. They had to know that moving him there was going to get him killed, and they even let it happen.
