B's great summary of the Gigante files mention that a redacted name that is in charge of collecting interest from Genovese captains who have borrowed from the Chin is "also said to handle this activity on Gigante's behalf when dealing with Tony Salerno's crew in Harlem".
Does that indicate the Village crew was lending money out to 116th? Or did it mean to say this individual represented Chin in any communication at all with 116th?
And who was this individual likely to be? Dominick Cirillo?
