Hm, first time to hear that. I think, that masseria just installed him, and this the reason, besides killing Reina, of opposition of Gagliano-Lucchese faction. About Parrino, so Vito Bonventre was a likely candidate to a boss position after Schiro’s demoting, and after his killing by Masseria, Joe Boss installed Parrino, who was neutral?

Pinzolo was probably voted in to be boss. The faction loyal to Reina (Gagliano-Lucchese) was a rival faction that allied with Maranzano. So Parrino was not like Pinzolo because Parrino was not elected by a majority of members.

So, is this correct considering him as a boss of Williamsburg borgata (1930-1931)? Probably after Schiro demoted?
