Cities with martial law because of organized crime

I read some cities were so crime-infested in the first half of the century and even a little later that martial law had to be declared to handle the organized crime problem. I read at least about 3:

Borger, Texas (after the 1929 murder of district attorney John A.Holmes)
Mexia, Texas (in 1922)
Phenix City, Alabama (after the 1954 murder of attorney general Albert Patterson)

Any other examples? I wonder why did they never use it in Chicago during the 20s. Too big city to handle? But Palermo in Sicily isn't that small either, yet they had to bring in the army after Riina started to wreak havoc with bombings.
