I don't think Palazzolo was ever named the Queens "acting boss" - the Bronx, yes, but not Queens. In fact, the family's Queens capos - Ronald Giallanzo, Vito Grimaldi, Michael Padavona, etc. - all visited Cammarano Jr.'s meetings. Vito & Joseph Grimaldi are also the father-in-law and brother-in-law, respectively, of Cammarano, and are both Ridgewood-based.
Secondly, it's important that we don't look at this as "Queens are on one side, Brooklyn is on another side, Bronx is on one side." It's not really a borough to borough thing.
Thirdly, Palazzolo was cited in Giallanzo's Probation memo as being largely unpopular in the family. He didn't have a lot of standing. And, in the meetings he was observed at, most of the attendees were Bronx-based soldiers. Long Island capo John Sciremammano and Staten Island(?) acting capo Vincent Caroleo also were exclusively surveilled visiting Palazzolo, and not Cammarano. But that's it. For comparison, Cammarano Jr. had just about the rest of the family's capos visiting his huge meetups. Capos Vito & Joseph Grimaldi, Joseph Sabella, Ronald Giallanzo, Anthony Pipitone, Joseph DeSimone, Peter Lovaglio, and acting capos Anthony Vaccaro, John Zancocchio, Anthony Fasitta, Vincenzo Masi, Natale Mule, all exclusively visited Cammarano Jr.'s meetings.
Sorry if this post was a bit rambly, I'm pretty tired. But in a nutshell, Palazzolo didn't have a lot of support in the family - as cited exclusively in the detention memo - and most of his standing appeared to be in the Bronx.
