The BOP contracts with residential reentry centers (RRCs), also known as halfway houses, to provide assistance to inmates who are nearing release. RRCs provide a safe, structured, supervised environment, as well as employment counseling, job placement, financial management assistance, and other programs and services. RRCs help inmates gradually rebuild their ties to the community and facilitate supervising ex-offenders' activities during this readjustment phase.

For Scarpa release isn't near but why the bop site say this and not that he are in a supermax prison ?

He wasn't more in the supermax,he's now in a A Residential Reentry Management in Kansas City (that irony ! He tipped the feds on where the KC unabomber hide the tnt).

In 1988 only 3 families met. The Colombos had a seat but weren't represented because Carmine Persico hadn't chosen an Acting Boss. In the early 90s the Colombos lost their seat due to the Colombo War. At this point the Bonannos hadn't gotten back their seat so there were only 3 on it. It was all moot anyway since the Commission wasn't really functioning by then. Evidently they both got it back in time for the 2000 meeting.

This is before Massino, but authors like Raab would write about commission meetings being held but only the Gambino, Lucchese & Genovese bosses meeting around that timeframe, with those families representing the Colombos and Bonanno's.

Massino said that the last commission meeting was in 2000. Anyway scarpa jr punched a boss (in name or not) and break the rule that forbide to took another wiseguy.
The colombos was recovering from the orena war and don't want to had trouble with the most powerful Luccheses. Scarpa jr when will go out in 2027 will be broke.
