The answer is yes, you can use this as proof of death. I usually attach a PDF of the page with my subject with the actual request, It's totally acceptable and it's always been accepted.

It would probably work, you'd just need to make it clear that no other proof of death is available.

Is there a way to use this list as a proof of deaths for FOIA requests? and how?
