A wrongful death suit would be filed by whomever acts as the representative (executor or administrator in many jurisdictions) of Bulger's estate. The action would be on behalf of his designated beneficiaries or his heirs, whomever they would be. If no children, no parents, than his siblings would be next in line under succession by law. He could have designated anyone he wanted under a will though. Might be Catherine Greig or he might not have made out any directives.
Soon we would know because they will have to file on behalf of his estate on behalf of an appointed representative if he left a will. If not anyone interested could petition to be appointed his representative and then any asset of the estate not required to be paid to creditors would go to his heirs. A lot of moving parts here.
