The state simply regulates the video gambling companies. The problem appears to have been with the legislation itself, said to have basically been written by the companies themselves, and how they get a larger cut (35%) of the money in Illinois than in other states. The establishment owners also get roughly a third and the rest goes to the state. But it seems this hasn't been enough, or what was expected, compared to regulatory and social costs.

It does seem the state has done a good job of keeping organized crime elements out. You can look at the list from 2015 below and many of the biggest companies are national level operators who would be very careful about OC involvement since they could lose their license.

One article (see link below), however, did point out an interesting loophole. Basically, some have "slipped between licensing rules by ultimately acting as middlemen between bars and machine providers, where the middlemen persuade bar owners to sign exclusive contracts to get machines, then sell those contracts to licensed firms that actually provided the machines."

One guy that did this was Nicky Nichols, who the article talks about. Nichols is from Louisiana where his father in law was in the video gambling business in the 1990s and had ties to New Orleans mob member Frank Garacci. When the Illinois Gaming Board denied him a license, Nichols went this route. But it doesn't appear he's mobbed up. He was actually doing business with Vince Dublino, who was the rival video poker operator that got his place pipe bombed in the Sarno case.

Video poker machines are still illegal in Chicago proper, that might have to do with the low numbers.

There all over Ohio , more so in storefronts and some bars
They are called skilled games in Ohio to skirt the law

It seems the Ag office lets them build up them busts them , maybe hoping for a big seizure ? It’s all bizarre how certain places stay open others get busted

Yeah, they really finessed the " Legalese" here....

When I look at the actual machines, it looks like the guys ( Like Midway games, Mortal Kombat, ect...) the ho used to make the arcade games in Illinois, traded arcade games for gaming.

I think those companies were like subsidiaries of Balleys, and we know what Balleys was...

I would really like to know who's controlling these factories, or at least WHERE the hell these things are produced... Pretty interesting..

Same - only you are allowed free play to enter so hence a sweepstakes vs paying to enter. After you get your free in and whether you win prizes or money just like sweepstakes. Then if you want to continuing playing you pay for time for the rental of the computer like internet cafes or in hotels to go on internet or print a document only you are playing a game for entertainment. Legalize varies from State to State.

How do these sweepstakes machines operate differently
than video poker? How do you play them?

Yeah it is easier to operate in Chicago than say Indiana and definitely better than Ohio. If anyone in Ohio is going to take away money on gambling machine they are all over it especially in Northern Ohio.

Good way to make money until the legislation gets passed in Chicago or Springfield, IL (State)

The store owners I've talked have told me that they make more money having just one of the machines in their store than all the liquor they normally would sell. They buy the machines, they aren't leased or controlled by anyone else according to the 3 owners I've talked to. Everyone of them said they bought their machines from Chicago tho.

Back in 2014 the Chicago Crime Commission released a new informational book called "The Nightmare of Sweepstakes Video Gaming" to local sheriffs and state's attorney in the state, stating that the "sweepstakes" or "coupon" machines (especially prevalent in Cook County) were sometimes overseen by organized crime.

Is this the Outfit's response to legalized/regulated video poker machines? Maybe. I don't know if it's as significant of a money maker for them though, and there's been no busts yet as far as I'm aware.
