Personally I find the Merlino making Natale ceremony to be the most ridiculous. Fratianno, Louis Tom Dragna and Bompensiero making Rizzitello in the car was pretty bad. And Fratianno wandering into the Calandra-Liberatore ceremony was also pretty embarrassing. As Pogo mentioned, Rizzitello got made in a car by Dragna, Bompensiero and Fratianno. Brooklier and Sciortino were in jail at the time so Dragna was acting. All three of the guys doing the induction you could classify as FBI informants(although Dragna gets a little fuzzy on how much of an informant he was.)
The Calandra-Liberatore ceremony is weird because the way it's described is that Licavoli and Lonardo were getting ready to make Liberatore and Calandra at if I remember correctly some restaurant in Cleveland and Fratianno who was visiting just kind of wanders in uninvited and they're like "Yeah you can be part of the ceremony cause we don't remember how it all goes." But Fratianno was not supposed to be there. It fits with my interpretation of Fratianno as a guy who just kind of weaseled(hah!) his way into a lot of situations without really accomplishing or contributing a lot.
