Considering how close he was to Charlie LoCicero, chances are that Scarpa took over his crew in or around 1960. In Jan 1963, he was demoted and put with Ambrose Magliocco. When Colombo was made boss, Scarpa was direct with him. After the Colombo shooting, he was put with Charlie "Moose" Panarella. in 1981, when Panarella´s crew was disbanded, Scarpa was put with Scarpati.
Media has him often wrongfully described as a captain during the Colombo wars of the early 1990s. But he did not hold the rank of a captain after his demotion in 1963. His son though, was an acting skipper for Scarpati once in the mid 1980s, which pissed him off somewhat. He wasn´t pleased with having to take orders from his son.
